County supervisors will vote on a proposal to end agreements allowing federal agents to use public facilities for training

The San Diego County Board of Supervisors is considering a proposal Tuesday to end agreements allowing ICE and CBP agents to use county-owned training facilities, including a shooting range in Otay Mesa.


The proposal, introduced by Supervisors Terra Lawson-Remer and Paloma Aguirre, seeks to terminate the agreements that allow the federal agencies to use the facilities for training.


According to county documents, ICE has used the Otay Mesa shooting range since 2021, while CBP has had an agreement in place since 2017. Together, the contracts generate approximately $126,000 annually for the county.

 


The supervisors supporting the proposal question whether public facilities should be used to support federal immigration operations, particularly amid increased immigration enforcement activity across San Diego County.


Since 2024, ICE and CBP agents have accumulated nearly 4,000 hours of training at the Otay Mesa shooting range, according to county documents.

 


If approved, the proposal would give the federal agencies 10 days to stop using the facilities covered by the agreements.


The decision is expected during Tuesday’s Board of Supervisors meeting and comes amid ongoing debate over federal immigration enforcement in San Diego County, particularly in communities near the U.S.-Mexico border.
