California Governor Gavin Newsom declared a statewide emergency Monday as El Niño continues to strengthen, prompting state agencies to step up preparations ahead of the upcoming winter storm season.

The emergency declaration is intended to help California get ahead of potential weather-related impacts, including heavy rain, strong winds, flooding, landslides, debris flows, mountain snowfall and dangerous surf along the coast.

State agencies are preparing equipment and supplies that could be needed during severe weather, including flood-control pumps, sandbags, road-closure equipment and snow-removal machinery.

The California National Guard is also prepared to assist with flood response, search and rescue operations, engineering support and logistics if conditions worsen.

State officials are coordinating with local governments and encouraging communities to keep residents informed through emergency alerts, evacuation notifications and updates about flooding or power outages.

Forecasts indicate a greater than 90% chance that El Niño will reach strong or very strong levels this fall and winter, with about a 75% chance of reaching historical intensity.

Officials emphasized that El Niño does not automatically mean extreme rainfall across the entire state. Its effects can vary by region, but the weather pattern can increase the potential for more severe winter conditions in parts of California.

Southern California is already facing concerns related to elevated surf and coastal erosion following recent storm activity, with some cities and counties taking emergency measures in response.

Residents are encouraged to check whether they live in a flood-prone area, clear drains and gutters, sign up for local emergency alerts and review their evacuation plans before the winter season intensifies.
